1. Who are we?
COMMISSIONNAIRES DU QUÉBEC is a national non-profit security organization composed in particular of veterans and former members of the Canadian Armed Forces and the RCMP.
Our mission is to secure the premises, property, people, and data of organizations and businesses by delivering efficient, innovative, and integrated solutions in order to fulfill our non-profit mandate, which is to offer stimulating jobs to reservists and veterans of the Canadian Armed Forces, the Royal Canadian Mounted Police (RCMP), as well as members of their families, and to support the ecosystem that supports them.
2. Why a Privacy Policy?
As part of our operations, we collect, use, and process certain personal information for the purpose of delivering our services. As such, COMMISSIONNAIRES DU QUÉBEC is responsible for processing the personal information in its possession, in accordance with applicable legislation. This is why confidentiality and privacy issues are at the heart of our concerns.
This Privacy Policy (hereinafter the “Policy”) is intended to inform you of our practices regarding the collection, use, processing, disclosure, retention, and destruction of your personal information.
By providing us with your personal information, you agree that it will be processed in accordance with this Policy, and you authorize our organization and our service providers to process your personal information for the purposes set out below.
N.B.: If you are a minor under 14 years of age, you are asked not to provide us with personal information without the express consent of your holder of parental authority or your guardian; otherwise, such information must be destroyed.
3. What personal information do we collect?
We may collect and process different types of personal information from directors, officers, candidates, employees, interns, volunteers, or clients, whether in the course of delivering our services and activities or for the proper administration of our organization (as applicable), including the following:
- Identity information (names, given names, SIN, fingerprints, identity documents, etc.);
- Contact details (email address, mailing address, and phone numbers);
- Information of a medical or banking nature, and information relating to the family situation of our employees;
- Information that may indirectly identify you: location, including location linked to your IP address; your interests and preferences; your mother tongue; device data (including device identifiers); and how you interact with our website;
- Information related to the recruitment of directors, officers, or employees, such as résumés, reference letters, background checks (police certificate, court dockets (plumitifs), fingerprints), credit reports, driving record, employment history, academic history, social media checks, credit checks, driving, employment and academic history, civil status, date of birth, citizenship, security certificate number, photograph, and other relevant information;
- Information relating to registrations, training, and proof of completion for our employees;
- Any other personal information voluntarily provided by email or otherwise.

5. How do we use your personal information?
Your personal information will be used in accordance with the consent you have given and with the legislation applicable to the protection of personal information.
We may therefore use your personal information in the following circumstances, in accordance with the framework defined above:
- To provide our services (updating our website, updating data of our directors, officers, employees, interns, candidates, volunteers, and clients, responding to any request, etc.), to administer and perform our services, and for the conduct of our business in general;
- To respond to information requests from people who visit our website;
- To contact you in connection with our ongoing operations if you hold or are applying for a position as a director, officer, employee, volunteer, client, or otherwise;
- To respond to your requests for information (by email, phone, or in person);
- For any request concerning the obtaining of a police certificate, a record suspension (pardon), fingerprinting, or a U.S. entry waiver;
- To meet and comply with legal, regulatory, or risk management obligations.
We will use personal information solely to achieve the primary purpose for which it was collected and for legitimate purposes compatible with that primary purpose.
6. With whom do we share personal information?
We may share or provide access to your personal information (in addition to our directors, officers, employees, and interns, as applicable) with certain third parties, including the following:
- third-party service providers and/or partners who provide us with IT services relating to our website, our information systems, administrative support services, and others;
As these third parties may have access to personal information or process it in the course of the services they provide to us, we limit sharing or access for these service providers to only the personal information reasonably necessary to enable them to perform their functions.
To that end, we require these providers, by contract or through confidentiality agreements, to take all reasonable measures in accordance with the law to ensure the confidentiality and protection of such personal information;
- police forces, military forces, or any other legitimate organization when responding to a service request regarding background checks (to obtain police certificates), to obtain a record suspension (pardon), to obtain a U.S. entry waiver, or to obtain a security clearance;
- government, regulatory, or law enforcement bodies when we are required to disclose such information to obtain authorizations or when we believe in good faith that such disclosure is necessary to comply with applicable laws;
7. How long do we retain personal information?
We will retain your personal information for the fulfillment of the purposes for which such personal information was provided to us and for any related authorized purposes.
Thereafter, as soon as the purposes in question have been fulfilled, we will cease using your personal information and will ensure that it is destroyed or anonymized, subject to applicable laws.
8. Where do we store personal information and what about international transfers?
Our processing of personal information targets only individuals located in Quebec.
The personal information you entrust to us is stored on our servers and/or those of our IT service providers, which are located in Quebec.
Nevertheless, your personal information may eventually be disclosed to service providers whose facilities are located outside Quebec. In such cases, you consent to the transfer of your personal information to countries or to a province (other than the province of Quebec) where personal information protection rules may be different.
Where applicable, we ensure that these providers offer adequate protection with regard to generally recognized personal information protection principles by first conducting a privacy impact assessment and/or by having them sign a written agreement in accordance with legal requirements.
9. How do we protect personal information?
We recognize that information security is an integral part of the confidentiality of personal information. This is why we implement best practices to protect personal information in accordance with applicable legislation.
To this end, we maintain reasonable physical, technical, organizational, and legal safeguards to protect your personal information against any unauthorized and/or non-compliant access, use, modification, disclosure, and/or destruction under applicable legislation.
All members of COMMISSIONNAIRES DU QUÉBEC, as well as third-party providers whose services we may retain and who process personal information on our behalf, are also contractually required to respect the confidentiality of personal information.
10. Links to other sites
The COMMISSIONNAIRES DU QUÉBEC website may from time to time offer hyperlinks to other sites belonging to other organizations. The personal information you may provide on such sites is not subject to this Privacy Policy but to the policy of those sites, as applicable. Where applicable, we invite you to consult them before providing your personal information to those other organizations. In any event, COMMISSIONNAIRES DU QUÉBEC cannot be held responsible for the policies, procedures, and practices of those other organizations regarding the protection of personal information.

10.1 Rights of access, rectification, and withdrawal of consent
To access your personal information, to request a rectification of your personal information, or to withdraw your consent to the disclosure or use of your personal information, you must submit a written request to our Person in charge of the protection of personal information at COMMISSIONNAIRES DU QUÉBEC (contact details are at the end of this Policy).
The rectification request must be particularly precise and identify you correctly to enable us to properly correct or complete personal information deemed inaccurate or incomplete. Where applicable, withdrawal of consent may result in the termination of services our organization provides to the person concerned.
