Types of Checks Offered
How to choose between Level 1, Level 2 and a certificate of verification of absence of impediment (VAE)?
- Level 1 Criminal Record Check: Basic criminal record check based on your name and date of birth. It covers criminal convictions registered in the Canadian Police Information Centre (CPIC) and, where applicable, in certain local police databases. Ideal for most jobs, internships, licence renewals and immigration applications.
- Level 2 Criminal Record and Judicial Matters Check: More in-depth check that includes, in addition to criminal convictions, certain outstanding judicial information (charges, warrants, orders, probation, prohibitions, recent conditional or absolute discharges, etc.). Recommended for positions involving sensitive responsibilities (management, finance, access to sensitive information or assets, etc.).
- Certificate of verification of absence of impediment (VAE): Document generally required to work with vulnerable clients (for example in a daycare, school, care setting or community organization with children, seniors or people in vulnerable situations). This certificate is not issued by Commissionnaires du Québec and can only be obtained from a Quebec police service (SPVM, SQ or another municipal police service).
Important – Limitations of our police certificates
The Level 1 and Level 2 criminal record checks offered by Commissionnaires du Québec (also referred to as Canadian police certificates) are issued by a Canadian police service located outside Quebec.
They:
- do not include a vulnerable sector check;
- do not replace a certificate of verification of absence of impediment (VAE);
- must not be used when an organization specifically requires a “vulnerable sector check” or a “certificate of verification of absence of impediment”.
If this is your situation, you must apply directly to the police service for your place of residence in Quebec (for example SPVM, SQ or a municipal police service).
